Changes to Apartment & Condo Boiler Requirements in 2025

Starting in 2025, the requirements for commercial boilers will be changing to prioritize energy efficiency in condos and apartment buildings. Here’s what you need to know.

 

What are the New Boiler Requirements?

As of January 1, 2025, all commercial boilers installed in apartment and condo buildings will have to have an efficiency rating of 90% or higher, which means that atmospheric boilers will no longer be allowed, and condensing boilers will be the new standard. This is the latest in an ongoing effort by the Office of Energy Efficiency to reduce energy consumption and lower heating costs for Canadians.

 

What’s the Difference Between an Atmospheric & Condensing Boiler?

A condensing boiler is a type of boiler usually fueled by natural gas, propane, or oil. It’s very efficient, often more than 90%, because it captures water vapor in exhaust gases, getting back the heat that would normally be wasted. The vapor turns into liquid and leaves the system through a drain pipe.

Installing condensing boilers in condo buildings is generally straightforward, but there are a few requirements that may require work to ensure a seamless installation.

Condensing boilers require a direct exhaust pipe and typically use a direct combustion air intake pipe. One convenient approach involves running these pipes through the side of the structure. However, if this isn’t feasible, your technician will provide alternative options. Corrosive condensate is generated by condensing boilers, typically discharged into a nearby drain. Neutralizing equipment to mitigate the acidity of the condensate is also necessary.

Condensing boilers operate best when the return water temperature (water entering the boiler) is kept low. This temperature is influenced by both the supply water temperature and the extent of radiator or fan coil surface area responsible for heat distribution. Installers may recommend control mechanisms to regulate the supply temperature based on outdoor air temperature (known as “outdoor-air-reset”), or the installation of additional radiators, fan coils, or heat distribution units as necessary.
